It would be great if Daily Digest emails only get sent when new content has been ingested into the platform, rather than receiving an email saying that no content has been delivered - it would ensure our alerts aren't viewed as spam and help keep everyone's inbox free of noise.

The rationale for this is if you're monitoring a crisis, the absence of new coverage about it is something you'd want to keep tabs on.
But we can include an option during the digest setup to make this flexible for the user, where they can choose to be either emailed only if there's new content, or always be emailed regardless.
